Returns true only for status codes that indicate a transient failure: 408 (Request Timeout), 429 (Too Many Requests), 500 (Internal Server Error), 502 (Bad Gateway), 503 (Service Unavailable) and 504 (Gateway Timeout). Every other status code is deemed not safe to retry.
